WoW Forever rulesets explained for guild leaders

WoW Forever has no realm list. Normal, PvP and Roleplay open at launch, Hardcore later. What each ruleset means for a guild, and how to pick one together.

WoW Forever has no realms. It has rulesets: Normal, PvP and Roleplay open on 4 November, and Hardcore follows in winter 2026. Players can only group with people on the same ruleset and the same faction, so a guild has to pick one ruleset together, before anyone makes a character.

  • Normal: for guilds that want to raid and level without forced world PvP, and members who play both factions.
  • PvP: for guilds that want the other faction in daily play. One faction per account.
  • Roleplay: for guilds that care about story and staying in character. Both factions allowed.
  • Hardcore: comes later in winter 2026 as a closed ruleset. Date not announced yet.

What are the WoW Forever rulesets?

There are four: Normal, PvP and Roleplay at launch on 4 November, and Hardcore later in the winter. You don’t pick a server by name. You pick a ruleset inside your region, and everyone on it shares one world, with layering splitting the open world when it gets busy.

RulesetOpensFactions per accountShares Legacy and collections
Normal4 NovemberHorde and AllianceYes
PvP4 NovemberOne faction onlyYes
Roleplay4 NovemberHorde and AllianceYes
HardcoreWinter 2026, date not announced yetNot announced yetNo, a closed ecosystem

The source for all of this is Wowhead’s write-up of the no-realms announcement. The ruleset names tell you the intent. Blizzard hasn’t published a long rule sheet for each one beyond what is in the table, so if your guild cares about a specific rule, check the latest news before you decide.

Are there still realms in WoW Forever?

No. There is no realm list, only rulesets, so “which realm” now means “which ruleset”. In older versions a guild picked a server and hoped it stayed healthy. In Forever the whole ruleset is the server, which ends the old worries about dead realms and transfers.

It also changes how names work. Each player has two names that together identify them uniquely, rather than one name per realm. That matters for name reservation, which we cover in our name reservation guide.

Can players on different rulesets play together?

No. You can only group with players on the same ruleset, and you can’t group with the opposite faction at all. That rules out dungeons, raids and parties across the line. Hardcore goes further and is a completely closed ecosystem.

For a guild this is the whole decision. A guild with half its members on Normal and half on PvP is two guilds that share a Discord. Settle it once, as a group, and pin the answer.

Which ruleset should our guild pick?

Pick the ruleset that matches how your members want to spend their evenings, not the one that sounds hardest. The quiz at the top of this page is a quick way to start the conversation. Here is the longer version.

Normal

The default for most raiding guilds. Your members level and raid without the other faction setting the pace, and anyone who wants a character on each side can have one. If your guild’s identity is “we raid on Tuesdays and Thursdays”, start here.

PvP

For guilds that want world PvP and battlegrounds as part of the week, not a side activity. Forever adds a new 15v15 battleground, Darkspear Islands, and the honor rank system runs to Rank 14, per Wowhead’s overview of Forever’s features. The catch is the faction lock, covered in the next section.

Roleplay

For guilds built around story, events and staying in character. Both factions are open on one account. If you pick it, write down what it means for your guild, so a new member knows whether you expect in-character chat in raids or only at events.

Hardcore

Not open at launch. If permadeath is what your guild is waiting for, see the Hardcore section below before you commit everyone to another ruleset.

What does the PvP ruleset change for a guild?

On the PvP ruleset an account can only have characters on one faction, so the guild must agree on Horde or Alliance before anyone makes a character. On Normal and Roleplay a member can raid with you on Alliance and keep a Horde alt for friends. On PvP they can’t.

That has knock-on effects:

We’ll cover what the PvP ruleset is like to play in PvP on WoW Forever.

When does Hardcore open, and should we wait for it?

Hardcore is on Blizzard’s roadmap for winter 2026, and the exact date is not announced yet. The Wowhead roadmap lists it after the first raids on 9 December.

If your guild wants both, the usual answer is to start on Normal or PvP at launch and run a Hardcore group alongside when it opens. Because Hardcore is closed, those characters won’t share collections or Legacy Points with the main guild, and they can’t group with your other characters. Treat it as a second roster, not an alt team.

What carries across rulesets?

Collections and Legacy Points are shared across all rulesets except Hardcore. The Legacy system gives account-wide points for things like levelling each class, professions, PvP ranks, dungeons and raids, and you spend them on account-wide non-combat perks. See Wowhead’s Legacy system guide.

What doesn’t carry is the group. Characters, guilds and friends in game stay on their ruleset. So a member who levels an alt on another ruleset still earns Legacy Points, but can’t bring that alt to your raid.

How do we make the ruleset decision stick?

Run one poll, announce the result, and put it everywhere a new member looks. A ruleset decision that lives in one officer’s head will be re-asked every week.

  1. Post a poll in Discord with Normal, PvP and Roleplay as options. Leave it open for a few days.
  2. If you pick PvP, run a second poll for the faction.
  3. Announce the result in #announcements and pin it.
  4. Put the ruleset and faction in the first line of your welcome message and your recruitment post.
  5. Do this before 27 October, when name reservation opens.

In GuildPro, a Forever guild picks its realm from a short list (Normal, PvP, Roleplay, or Hardcore marked as arriving later) instead of typing a server name. The choice labels the guild on its page and invite links, and keeps its Forever data separate from any other game you run in the same Discord. Choose a Forever realm.

Once the ruleset is settled, work through the rest of the WoW Forever guild checklist, and when you’re ready to recruit, list your guild with its ruleset on the recruitment board.

FAQ

Does WoW Forever have realms?

No. Instead of a realm list there are rulesets: Normal, PvP and Roleplay at launch, with Hardcore to follow. Everyone on the same ruleset in your region shares one world, with layering in the open world.

Can I play with friends on a different ruleset?

No. You can only group with players on the same ruleset, and never with the other faction. A guild split across two rulesets is really two guilds.

Can I play both factions on the PvP ruleset?

No. On the PvP ruleset an account is one faction only. On Normal and Roleplay you can have Horde and Alliance characters.

When does the Hardcore ruleset open?

Blizzard's roadmap says winter 2026. An exact date is not announced yet. Hardcore is a closed ecosystem and doesn't share collections or Legacy Points with the other rulesets.

Do Legacy Points carry between rulesets?

Yes, except on Hardcore. Collections and Legacy Points are shared across Normal, PvP and Roleplay. See our guild checklist for what to settle before launch.
